President Re-assigns Five Permanent Secretaries in Public Service Shake-Up

Harare — His Excellency the President has approved the re-assignment of five Permanent Secretaries across key government ministries, effective 1 May 2026, in a move aimed at strengthening public service delivery.

The changes were announced in a press release issued by the Chief Secretary to the President and Cabinet, Dr. Martin Rushwaya, dated 30 April 2026.

The re-assignments are as follows:

  • Mr. Simon Masanga Permanent Secretary for Environment, Climate and Wildlife
  • Dr. Thomas Utete Wushe Permanent Secretary for Mines and Mining Development
  • Amb. Tadeous T. Chifamba Permanent Secretary for Industry and Commerce
  • Mr. Pfungwa Kunaka Permanent Secretary for Public Service, Labour and Social Welfare
  • Prof. Obert Jiri Permanent Secretary for Agriculture, Mechanisation and Water Resources Development

The re-assignments are made in terms of Section 205(1) of the Constitution of Zimbabwe, which empowers the President to appoint and assign Permanent Secretaries.

The Office of the President and Cabinet said the changes take effect from 1 May 2026.

The re-assignment comes as Government continues to realign ministries to accelerate implementation of National Development Strategy 2 and Vision 2030 targets. Permanent Secretaries are the technical and administrative heads of ministries, responsible for policy execution and service delivery .
